Replacement for the little Sdkfz 10/4, which was found to be too weak a chassis to withstand the punishment of the gun's recoil.
It is an Sdkfz 11 variant, not an Sdkfz 251 variant, because it uses the standard unarmoured chassis of the Sdkfz 11, with an armoured cab.
(Sdkfz 251 had a fully armoured chassis.)
