The Japanese in WWII found that the war that they had prepared for at sea was not quite the same as the war that they got. Having dismissed any need for motor torpedo boats in the past, they were quite a bit behind the curve when it came time to develop them.
The Type 38 was one of a series of Japanese MTB designs made from 1943 to 1945, most of which were broadly similar in performance. It mounted a single 25mm cannon for self-defence, and 2 450mm Torpedoes (despite the “Type 2” name, these were modifications of the Type 91 aerial torpedo).
These boats had a displacement of around 20 tons and a top speed of 27.5 knots. 80 of them were made. Like the other IJN MTBs, they were not particularly successful, and the IJN seems to have decided to focus on Kamikaze boats instead of developing them further.
